The Saga of Levera, 1998 – 2019, from People’s Property to Heng Sheng

The Lagoon, a significant national asset, is under the control of the Company. The Lagoon seabed is mortgaged to the Bank of Nova Scotia to secure the Company’s loan of US$ 25 million in 2009. According to the information in their reports there is a non-cancellable lease for 99 years with an option to renew for another 99 years. Also, lease rental payment is based only on the area brought into use. So that means the Company is “sitting on the people’s property” while our fishermen and our other traditional users are deprived of a “safe haven “ should there be weather events and the yachties anchor on our reefs off Falise and Mt. Pandy.
Citizens in Defence of Grenada’s Lands and Heritage considers itself duty-bound to place on record its disgust and grief at the reckless action currently taking place in the Silver Sands location of Grand Anse beach in the name of progress, tourism development and a 5-star resort contrary to the explicit recommendations of the 1997 Master Tourism Plan.
Citizens in Defence of Grenada’s Lands and Heritage joins the rest of the nation and well wishers all over the world in congratulating Kirani James, “the Jaguar”, on his most recent international feat on the track, winning the gold in the 400metres and establishing a meet record at the Commonwealth Games in Glasgow……
We are particularly concerned about the protection of the Lagoon shore to which the Company lays claim and the fact that the Lagoon, a significant national asset is under the control of the Company. We continue to look for answers relating to the infamous Original Deed of Release of October 5th, 2006 which is purported to have facilitated the transfer of the people’s property to Ambassador DeSavary’s Port Louis for EC$1.00 (who then sold to Camper and Nicholson) – but is not registered in the Deeds and Lands Registry of Grenada because “it could not be found”.

Citizens in Defence of Grenada’s Lands and Heritage is indeed indebted to The New Today for breaking the startling news of a recent judgment against H.E. Amb. Peter DeSavary, one of the two agents appointed by the New National Party Government in respect of the re-launched Citizenship by Investment Programme. Citizens has not forgotten that DeSavary was made an Investment Ambassador by the Tillman Thomas government in 2012, ignoring the advice coming from several quarters and against the recommendations of the famous Cheltenham Report.
